Monroe and the neighboring city of West Monroe, Louisiana (pop. 13,250), which sits just across the Ouachita River, are often referred to as the twin cities of northeast Louisiana.

The racial makeup of the city was 36.78% White (U.S. Census), 61.13% African American (U.S. Census), 0.13% Native American (U.S. Census), 1.05% Asian (U.S. Census), 0.03% Pacific Islander (U.S. Census), 0.25% from Race (U.S. Census), and 0.63% from two or more races. Hispanic (U.S. Census) or Latino (U.S. Census) of any race were 1.01% of the population.
