Before European American settlement, the area was a favorite camping spot for the Paiute tribe of Native Americans in the United States. It is located on the middle fork of the Malheur River, about 45 miles east of Burns, Oregon, off U.S. Route 20 (Oregon).

According to Oregon Geographic Names, in 1883 Abner Robbins opened a store in the locality and he named the place'Gouge Eye'to commemorate a local dispute.
